Municipal heat planning is a cornerstone of the heat transition in Germany. All cities and municipalities must submit their plans by mid-2028 at the latest.

Westenergie AG is combining the energy industry know-how of an energy service provider and infrastructure provider with the expertise of DSK Energie GmbH, a company with extensive experience in urban planning and urban and district development.

DSK Energie is part of Deutsche Stadt- und Grundstücksentwicklungsgesellschaft mbH (DSK), which has been advising municipalities on all urban development issues for more than 65 years and has also implemented projects with Westenergie.

The Federal Cartel Office has approved the establishment of the joint venture "wärmelokal", in which both companies are to hold 50 percent.

"wärmelokal" will be the nucleus of a broad consulting network that Westenergie is building up exclusively with DSK to support municipalities as a competent partner in heat planning. 

360° approach

"wärmelokal" pursues a previously unique 360° approach that combines the three key success factors for heat planning: detailed knowledge of the local supply situation and the changes in the energy landscape, extensive knowledge of the needs and processes in urban planning and development, and innovative IT concepts for analyses and forecasts of heat supply based on diverse and reliable infrastructure data.

Katherina Reiche, CEO of Westenergie AG, highlighted the importance of the heat transition and heat planning, said, "I am delighted to be able to support our partner municipalities with the combined infrastructure and consulting expertise of the new joint venture in the 'heat transition task of the century'."

We are facing an infrastructure transition of unprecedented proportions that requires comprehensive construction and reconstruction: entire streets must be developed for a new heat supply, pipes renewed and modernized, and buildings renovated and brought up to date."

She continues, "Municipalities must therefore set the right course today and create a robust foundation for developing suitable and economically viable measures in their municipal heat planning. Together with DSK, this is exactly where we are starting."

In addition to the DSK network, "wärmelokal" offers municipalities another advantage: the innovative and holistic approach of bundling urban development and energy expertise under one roof.

Digipad software platform

The services of Digikoo GmbH can also be integrated into the "wärmelokal" network. The Westenergie subsidiary provides public utilities, municipalities, and network operators with data and tools for analyses, forecasts, and simulations in the areas of electricity, transport, and heat.

This also includes the Digipad software platform, which collects, structures, and visualizes extensive information and data. This enables municipalities to develop a heat target image based on reliable scenarios.
